In company with the rapid development of economy and technology, the natural environment has been seriously destroyed; consequently the natural disasters have frequently happened. China, during a period of "economic transformation" and "social transformation", is also suffering from different kinds of disasters, especially in rural areas, and it's economic development and social harmony have been seriously impacted. Happening of significant emergent public events, such as Southern Snow Disaster and Wenchuan Earthquake, which arouse the urgency and importance of disaster-managing and pre-warning. It is apparent that the pre-warning mechanism not only can supervise the disaster before it happens, but also can enable the government to deal with the disaster smoothly even after it happens, so as to reduce losses of the events and maintain the social order. Compared with the developed countries and urban areas, the construction of government's pre-warning mechanism is still on the stage of beginning, existing lots of problems which make the disaster management always too passive. Therefore, establishing high-quality and effective pre-warning mechanism and enhancing the government's ability for dealing with emergency are the main goal of our government's current working, so this research will provide some suggestions on the basis of the real situation in rural areas. This paper can be divided into six chapters. The first chapter mainly discusses the paper's research background, significance, methods and briefly summarizing other experts'research; the second chapter mainly explains the conceptions and theories of disaster and pre-warning system; the third chapter introduces the whole situation of disaster pre-waning mechanism's construction, and deeply analyzes the problems that exist in rural areas; the fourth chapter introduces Japan and America's disaster pre-warning mechanism, and explaining their successful experience and inspiration for us. Then the fifth chapter point out the designing goal, principia and path for disaster pre-warning mechanism in rural areas. Finally the sixth chapter will conclude the whole paper.
