The join control and protection of regional atmospheric pollution is a efficient path to deal with the regional environmental problem, such as acid rain.haze phenomenon,PM2.5, ozone and etc. To improve the regional atmospheric quality, general office of the state council forwarded the guiding opinion of propelling the join control and protection of regional atmospheric pollution and improving the regional atmospheric quality, which was drew up by 9 ministries and commissions, such as ministry of environmental protection, state development and reform commission, ministry of industry and information and etc. The guiding opinion is the first comprehensive policy paper of control and protection of regional atmospheric pollution forwarded by the general office of the state council, it clearly point out the guiding concept and job objective of join control and protection of regional atmospheric pollution. The key point of the guiding opinion is to enhancing resultant force, it emphasizes to create the mechanism of unification planning, unification monitoring, unification supervision, unification evaluation and unification coordination. At present, the join control and protection of regional atmospheric pollution is cultivated for the Olympic Games, world exposition and the Asian Games, although it makes important demonstration sense, but it has limitation in time and region. In order to create long-acting mechanism, the more rules of pollution diffusion should be explored; the long-acting mechanism of negotiation and regulation should be created and executed; the operational environmental management policy which appropriated for varied regions should be studied.The region of Guanzhong collects two-thirds of the people and GDP,56 percents of arable land,72 percents of irrigation area in Shaanxi province, and its position is very important. Meanwhile, the feature of regional atmospheric pollution in this area is becoming more and more obvious; the integrity of environment and pollution transmission & influence in different cities poses a challenge to the type of management of itself zone. Join control and protection of regional atmospheric pollution should be created to solve the problem. The thesis analyzes natural environment,topography and geology,climatic characteristic,wind speed and direction,atmospheric stability,development of economy and society atmospheric environmental quality of Guanzhong. Take SO2 for example, the author studies the interaction characteristic of agglomeration in Guanzhong by Using CALPUFF ADMS, and revises the task of emission reduction of SO2 between 2011 and 2015 with research results. The author also gives advices in subject mechanism,working mechanism and safeguard mechanism, which execute the join control and protection of regional atmospheric pollution in Guanzhong.The results indicate:(1) The topography is enclosed, climatic conditions,wind speed,wind direction and other natural condition are similar with each other, economy is developed and collected, regional feature of atmospheric pollution is obvious. The region is fit for the study of join control and protection of regional atmospheric pollution.(2)The interaction of SO2 during the cities is obvious. The contribution of pollution of Baoji to itself is the biggest, it is 87.31%; Xianyang is the smallest, it is 55.39%. The 23.12% contribution of pollution of Xian comes from other cities, mainly 8.64% from Xianyang and 10.84% from Weinan. The 12.69% contribution of pollution of Baoji comes from other cities, mainly 6.0% from Xian. The 44.61% contribution of pollution of Xianyang comes from other cities, mainly 24.74% from Xian,13.83% from Weinan and 4.64% from Baoji. The 17.02% contribution of pollution of Tongchuan comes from other cities, mainly 12.94% from Xian. The 18.25% contribution of pollution of Weinan comes from other cities, mainly 12.94% from Xian.(3)Without regard to the interaction during the cities, the task to reduce SO2 during 2011 to 2015 is as follows:Xian -7.9%, Baoji -7.9%, Xianyang -7.9%, Tongchuan -7.9% and Weinan -8.8%, all of the cities should reduce SO2 discharge. With regard to the interaction during the cities, taking the discharge of SO2 as a base in 2015,the author deducts the new task to reduce SO2 by using weighting coefficient, the result is as follows:Xian -8.8%, Baoji-22.7%, Xianyang -7.8%, Tongchuan -45.9% and Weinan -3.4%.According the conclusion, Xian and Xianyang have a average task, Weinan has a less task, but Baoji and Tongchuan should make greater efforts.(4)The suggestion to execute join control and protection of regional atmospheric pollution in Guanzhong is as follows:Subject mechanism:the main purpose of Subject mechanism is to determine the Subject of join control and protection of regional atmospheric pollution, make up a platform, and solve the problem of who takes the lead, join, how to consult, organize, operate and etc.Working mechanism:the main mode of working mechanism is to exceed the normal internal management model; improve the environment; create uniform legislations, standards and policies; unify planning, monitoring, supervision and evaluation by scientific cooperation and consultation. Safeguard mechanism:the main mode of safeguard mechanism is to optimize industrial structure and layout, strengthen the environmental management, enhance entry demand, propel scientific and technological progress, carry out cleaner production, and practice economic stimulus.
