Study On Safety Culture Of Fuzzy Comprehensive Evaluation In Coal Mine Based On 360°

As enterprise's safety management of a kind of "soft management" mode, safety culture has stronger influence than the security system management model. The evaluation of establishment's safety culture in enterprise degree is detection for enforcement, implementation methods and effect of "soft management mode". Enterprise safety culture's construction works, such as the error correction, improve and enhance, is depend on the effectiveness of its evaluation, which is an essential link of the establishment of safety culture. On the basic of combining previous research achievements, the evaluation model, which combining 360°performance appraisal thought and the fuzzy comprehensive evaluation method, were analyzed and established.First, according to the main documents and data, we have expounded the meaning, function and hierarchical structure of safety culture, and analyzed the relationship and difference between the safety culture and enterprise culture, then summarized the connotation and main ways of evaluation of safety culture. All these works were down for the construction of enterprise evaluation index system in coal mine safety culture and laid a theoretical foundation.Second, combined with 360°performance evaluation ideology, the evaluation subject of safety culture was divided into three aspects. So we could assess the construction condition of safety culture from different sides. And the index system is established in this paper, according to the characteristics of coal mining enterprises. The Index system included 4 secondary indexes and 17 level 3 indexes. The 4 secondary indexes were ideal safety culture, institutional safety culture, behavior safety culture, material safety culture. Then we used analytic hierarchy process to analyze and calculate the weight of each index. Through the calculation, the weight of each secondary index was respectively. The ideal safety culture was 0.5482. The institutional safety culture was 0.0841. The behavior safety culture was 0.1497. The material safety culture was 0.2180.Finally, we established the evaluation model of safety culture in coal mine, on the basic of the comprehensive of 360°performance evaluation ideology, analytic hierarchy process and fuzzy comprehensive evaluation method. For the evaluation object in a coal mine located in Huainan City of Anhui Province, we adopted the form of questionnaire to collect the original message, structural fuzzy matrixes and calculated the levels of safety culture in coal mine. Calculation results show that the overall level of safety culture in coal mine was "better", the ideal safety culture was "good", the institutional safety culture was "better", the behavior safety culture was "better" and the material safety culture was "better".
