Papermaking industry is an important basic materials industry for our social and economic development. Products of the papermaking industry are closely related with all sectors of the national economy. However, during to the special nature of the papermaking industry and back warded of the industrial technology and equipment, pollution of the papermaking industry is serious. With the general increasing of the national emphasis on environmental issues and the environmental awareness, prevention environmental has become a major event in people's livelihood. The 17th Congress put forward a new-type patterns which has high ecological civilization and form an energy resources and protect the ecological environment of the industrial structure, growth and consumption patterns. The new-type patterns are an inevitable choice for our country to realize a kind of harmonious development of all of the three: economy, society and environment as well as to realize the leaping development of economy.Shandong is one of the earliest developed areas. In recent years, with the rapid development of the papermaking industry, the contribution to the economy increased every year, at the same time it caused serious environmental pollution. The papermaking industry consumes vast quantities of water resources, and put the pollutants into water and atmosphere. Therefore, analyzing the pollution situation of the papermaking industry and putting forward some effective measures is very necessary.Based on analysis the present situation of the papermaking industry, the basis uses the census data that from survey of pollution sources which began in 2007 analyze the pollution situation of Shandong province.ChapterⅠ, introduction. This part elaborated the selected backgrounds, including status, problems and pollution situation and development direction of the papermaking industry.ChapterⅡ, This part elaborated research present situations and the achievements and national policy. ChapterⅢ, This chapter analysis the pollution situation of Shandong province's papermaking industry, including the number of firms, consumption of water and wastewater emissions, energy consumption and discharge of wastewater pollutants. Pulp manufacturing and machinery manufacture take a large proportion in the index of water quantity, comprehensive energy consumption, wastewater and pollutants. It's more than 90 percent. The emissions of COD and BOD accounted for 97 and 97.75 percent of total emissions. These two classes is relative serious in papermaking industry.Next this paper introduces the status of these two subclasses, including the indicators of consumption comprehensive energy, water consumption and pollutant emissions. At the same time it analyses the indicators in regional and watershed respectively. We can get this conclusion that there is big difference in pollution levels during different parts. Such as there is higher levels of pollution in Linyi region, and water pollution potential in Dezhou region.Chapter IV, makes use of the appraisal target system, constructed to calculate the papermaking industry index of the 17 cities of Shandong Province. The results showed that the first class is Jinan, Weihai, Qingdao, Taian, Rizhao, Linyi and Laiwu; the second class includes Yantai, Dongying, Jining, Zaozhaung, Heze, Zibo and Weifang; Binzhou, Dezhou, Liaocheng are included in the final class. After this we proposed different direction in different levels.Chapter V, Countermeasures. According to the results and the problems, we put forward some useful measures. For example, learning advanced experience, achieve complementary advantage; Implementing capital investment, establish model demonstration project; Adjusting the structure, control of pollution from the source; Promote advanced technologies; increasing the proportion of water reuse, reduce pollutant emissions; Develop professional and technical personnel; Strengthen government support and strict emission standards for papermaking industry and other pollution control measures. The researcher employed such statistical methods as factor analysis and cluster analysis to analyze the developmental levels of papermaking industry of Shandong province. Paper industry is undoubtedly the most important structural pollution in our province's industrial sector, but its main pollution concentrated in pulp manufacturing and mechanisms manufacturing paper two industries. The researcher classified the comprehensive development level of papermaking industry of the 17 regions and found some problems existed in the regional development of papermaking industry in our province.Chapter VI, Conclusion and prospect.This paper'main features:(1) It accurate measure the pollution level of the current urban papermaking industry.(2) This article analyzes statistical data according to different areas and different watershed for the papermaking enterprises separately.(3) The paper uses factor analysis and cluster analysis, made a new regional division according to the level of pollution in areas, and put forward various development proposals for different pollution levels areas.
