Science And Technology In The Technical Support System Of Anti-corruption

In the process of human social development, the public power which is able to regulate and integrate the social power appears. Public power, which is for the sake of maintaining the public benefits and regulating public affairs, is the product at the special stage in human history, and plays an important role in the process of social system, and it also maintains the balance of society, and it is the basic element and internal condition. There are plenty of paradoxes in public power itself. It will be abused for lacking of effective supervision and restriction, and become corruption gradually. Now,the corruption is a common phenomenon all over the world, and even most in our country. So the phenomenon seriously affected the image of government, as well as our people's benefits. Therefore, there is of the great urgency to limit the corruption. How to limit corruption is not only the focus of our government but also the issue which all countries researched. Our country is exploring and constructing a totally new model, which includes "rules and science and technology", for the sake of eliminating corruption thoroughly. The models of "rules" anti-corruption is a kind of traditional method, it is widely used which utilizes the rules to regulate and monitoring the operator to public power. This kind of method has not been monitoring the corruption which adopts high-technology effectively. As the respondent to this problem, the scientific anti-corruption system appears which utilizes the computer technology, internet technology and communication technology. As a kind technical method which is neutral, non-rational, value-free and interests-free, high-technology expresses its advantages comparing to other methods of public power monitoring system, and takes the responsibility of monitoring from the other party. Two method complements with each other, regulate and monitor the social public power effectively. On the rules'formulation, we have had abundant experiences, but on the construction of scientific anti-corruption, there are different methods and ideas, as well as plenty of problems. The essay mainly studies the technical-supporting system in scientific anti-corruption in our country, and take the administrative examination and approval monitoring system as the example, to extract the useful experience in "rules and science and technology", and then make some suggestions to this anti-corruption model, and at last, the essay points out the significance that the technical-support system of scientific anti-corruption regulates the public power into a rule's frame to operate nomally.
