After CHINA join the WTO, CHINA is opening the domestic oil-gas market progressively. CHINA has opened the refined oil retail business at the end 2004,abolished the franchise restrictions,permited the foreign or private enterprises to enter the refined oil selling market. The competition between oil industry enterprises is intense increasingly. Our oil enterprises regard the low-cost strategy as the core strategy ,as well as the logistics purchasing cost which is the main part of enterprises cost will be one of the main aspect undoubtedly.On the base of studying present purchasing management situation of the oilfield services enterprises ,this text find out the main existing problem .By fully discussing the segmentation purchasing management theories, this text put forward the purchasing management strategic,supplier management strategic and purchasing process management strategic, which is based on materials sourcing segmentation. Finally concerning the specific case , this text discusses the apply and effect which segmentation management has been used in the enterprise.
