But the goal of build harmonious society advocated by The Scientific Concept of Development make us must solve the problem of excessive difference of development among various regions, develop the western region, and implement the national macro strategy that the Eastern, the Western have their common development. This paper makes the industrial cluster development in the less developed regions as the object of study because the authorwants to have some active think and profitable exploration.On the base of understand and observe the development in Less developed region as one kind of special area from the view point of industrial cluster, this article want to explain the coupling relationship in certain regions between the necessity that the region get their growth by the mode of industry clustering and the possibility that the region apply the strategy of industry clustering based on the regional background of itself. And architect the system of creative industrial cluster in the west region.In conclusion, the industrial cluster in china lie in the south-east. But they belong to lower level.
