Relevant industrial theories show that the industrial structure is of decisive significance for the economic growth of a country or a region, and the process of a region's economic growth is in company with the transformation and upgrading of its industrial structure. The correctness of the theory has been proved by the current international and domestic economic development. For China's underdeveloped regions, they are faced with the most urgent task of optimizing its industrial structure in order to achieve sustained and rapid economic growth.In China's 2,862 county-level administrative regions, Shuicheng County is one of the 592 national-level poor counties with relatively low efficiency in the industrial structure. In this paper, specific verification and analysis are made of the industrial structure of Shuicheng County, and the only way out to achieve economic growth in Shuicheng County is put forth that it must adjust and optimize its industrial structure. On this basis, the paper points out the direction in which Shuicheng County adjusts its industrial structure, and makes specific recommendations. This paper is structured as follows:The introduction of this paper introduces regional economic theories and developments of the theories on industrial structure, and comes up with the research framework and methods in this paper. Chapter I mainly analyzes the internal and external circumstances of the industrial development of in Shuicheng. First, we introduce the evolution of regional division, geographic location, climatic conditions, topography and resource reserves, etc., and then a further analysis of the industrial development policies from 1988 through 2005 is made to help us understand the internal situation in Shuicheng County of its economic development and changes in its industrial structure from 1988 through 2005. After that, we introduce and analyze the trend of industrial development in the opening condition at present, and thus note the macro-and meso- external environments for Shuicheng's industrial development. A specific analysis is made in Chapter II of the industrial structure ofShuicheng County from 1988 to 2005, and we note that the industrial structure had been keeping adjusting and upgrading with its continual economic development during these 17 years. Chapter III analyzes the existing problems in the process of economic development in Shuicheng, and points that although the industrial structure keeps being optimized in the course of its economic growth, there still exist some problems compared with the developed regions, such as, the industrial structure is still relatively unreasonable within the county area, the proportion of primary industry is too large while that of tertiary industry is too small, etc.. In addition, the efficiency of the industrial structure is too low, and there is poor adaptability between the industrial structure and the employment structure. Chapter IV specifies the ideas of Shuicheng's industrial structure adjustment. First of all, we analyze the market demand circumstances, comparative advantage and the ability of promote other sectors of various industries, and make it clear whether an industry can be capable of the leading industry. On the basis of this, we put forth the leading industries that should be selected right now and for some time to come, which are comprised of agriculture, forestry, the first animal husbandry industry included in primary industry in the first place, mining, smelting, the agricultural products processing, and the construction industry included in the secondary industry in the second place, and the tourism included in tertiary industry thirdly. Then we put forward the specific suggestions and proposals for all kinds of industrial development in Shuicheng County, which include three major aspects. First, Guided by the county economic development idea of "setting a foundation of the county depending on agriculture, strengthening the county by industry, prospering the county through tertiary industry", a three-dimensional, recycling eco-agriculture should be developed. Second, it is advised to depend on the agricultural resources to develop county agricultural processing industry, further nurture the mining and smelting industry, and develop county construction industry based on village-based industry practitioners making the most of the opportunity that the county and its neighbors are gradually turned into cities and towns. Third, we suggest that county tertiary industry be developed with tourism being the leadingindustry, and an active development be achieved within the county's services sectors such as financial, real estate, education, information, transportation, telecommunications industry and so on.
