Beijing Gas Group Development Strategy

The sixteenth session of CPC's documents clearly indicates that the reform of the state-owned assets management system is the major task for deepening the system reforms. The third plenary meeting of the sixteenth session of CPC reiterates the requirements of the actively exploring the effective forms of supervision and management of state-owned assets improving the franchised management system. Expedites the reforms in railway, post and public utility fields, implements the policy of the separation the administration and enterprise management, greatly promotes the multi-ownership economy, realizes the diversification of investment bodies, turns the shareholding system to becoming the main form of the public-ownership, and develops large enterprises groups with the international competitiveness. Under the national policies and guidelines we analyze the internal and external environment of the gas industry in terms of the international and domestic environments of the sector, the advantages and disadvantages of the Beijing Gas Group, and the corporation's status quo. From the study we suggest the developmental strategies of the Beijing Gas Group lies in following aspects; under the guidelines of the newly created idea the"Blue Flame Culture"Beijing Gas Group should grasps the opportunities of the Beijing Olympic Games, takes the Blue Flame Culture as its motivation, emphasize the overall competitiveness as a core, organizes the share-holding corporation, implements the"eight destruction and eight creation"measures. In the next five years the Beijing Gas Group will build up the brand of Beijing Blue Flame, realizes one time increase in its entirely assets value, two times increase in sales revenue, three times increase in profit margin, the actual income of its employees will grow steadily according to the local earning average. At the same time build up the Group into a new type of city energy group which is domestically advanced and internationally top-ranking Corporation.From study the ideas, guidelines, keystones and phases of the strategies, we propose the"eight destruction and eight creation"strategies and several government support policies which the Gas Group urgently need.Break the traditional ideology and build up the modern perspectives of the gas scientific development;build up the moderate diversification industrial structure of the matched main and assistant industries;build up the compounded marketing model of the Group;Break the outdated marketing concept and build up the innovative marketing strategy;build up the comprehensive human resources management system;build up the new type of financing controlling system;build up the innovative scientific and technological management system.
