The Government Regulation Of The Offshore Export Of Labor Services In China

Expanding the labor export has an active effect for the development of our country's economy and society. With the ongoing economic globalization and the liberty of the Natural-person Movement under GATS, the scope of transnational labor movement will keep on broadening, and China will have a prospective future on the labor export. However, due to the lag of the government's supervision system on the labor export, China's labor export is still hanging behind at the present time. Therefore the government should improve the supervision system as soon as possible, according to the WTO rule.Because the labor export is a rising project in China, the domestic scholars who work over this field is still underway, and the interrelated production is relatively destitute. On the basis of referring the former scholar's production, and learning the labor export experience from the overseas, this paper try to have an general study on the government's supervision system of China, and hope it will provide some reference for this field in the future.This paper firstly expatiates the concept of the labor export and interrelated terms, besides discusses the general situation and uptrend the of the international labor services market. Then it describes the possibility and necessarility of the labor export in China. And then this paper begins to focus on the history and nowadays'situation of labor export and its correlative policy in China, and analyzes the existing problem in the government's supervision on labor export. At last it takes the labor export experience from the overseas for reference, and put forward a series of reformation schemes in order to strengthen the government's supervision system, mainly focuses on the government function and the supervision system.
