China's Rural Credit Cooperatives, Institutional Change And Development

Rural credit cooperative is the main form of cooperative finance in China. It has been more than SO years, having made great contribution to agriculture, rural economics, and the stabilization of country in different period. Through developing in decades of years, rural credit cooperative has become the main force of rural finance. However, the management of rural credit cooperative exist many problems and difficulties which have baffled development and cooperative function, from the respect of tenet and principle of cooperative system or from the respect of accelerating rural economics. Being successful in rural credit cooperative, we should not only absorb experience of SO years in our country but also use for reference of foreign cooperative finance. This paper analyzed the mature management of foreign cooperative finance system, discussed the mechanism and development pattern of cooperative finance. At last, we find the development trend which is helpful to our rural cooperative finance.The new system economics theory is applied in this paper. Learning from successful development experience of oversea rural cooperative finance and considering our country's conditions, the paper analyzed key questions about rural credit cooperative reform, and proposed relative theory suggestions. This paper is divided into four parts:Part I : Theoretical analysis of cooperative finance. Introduced what cooperative finance is and the rules of cooperative finance, and relevant research is briefly summarized. The goal is to specify the characters of cooperative finance, whereby the form and function of cooperative finance will be known.Part II: The trends and comparison of oversea cooperative finance. The paper chooses four representative countries (Germany, the United States, France, and Japan) to carry on the analysis and comparison. Through analyzing experiences and trends of oversea cooperative finance, the reform and development of China's rural cooperative finance will be provided some inspiration and good inference.
