In countryside of China, citizens are suffering the shortage of public goods, such as roads, waters, and power of electricity. Since the government cannot support all the villages to build up their public goods that they need, and market could not do it too. But the villagers will endure the living with poor public goods; they try to find their way out. They will use their limited resources to join the corporation of public goods providing, and when they start this collective action, they will face many problems such as "free riding", and how can they solve these problems? Their social networks and these resources from them will be important under this condition. It is social capital that makes the corporation possible and keeps it go on. The social capital in the community will affect the level of local public goods providing. In traditional culture of China, actors like to search GUANXI to achieve their goals. Social networks and these resources from it take a great role in our explanation of social action .In my opinion; social capital is both structural condition and resources from social structure.The aim of this thesis is to find out how social capital works when a community meets the problem of collective action during public goods providing, and how the social capital make itself increase through collective action and how it affect the social structure of the community.There are four parts of this thesis: First of all, the aim of the thesis and the academic frame, here we can see the background of the thesis.In the second part, we put forward the proposition and the research method. The basic proposition of this paper is that social capital is a basic condition of the collective action of public goods providing.And in the third part is data and analysis. We use the data that were collected from fieldwork to analysis how social capital worked.The last part of this paper is conclusion. Our primary finding is that we need to regard the accumulation of social capital during the development of China.
