Since reform and opening-up, our country's road transportation has developed quickly. It has already developed into a leading way which plays a basic role in the integrative transportation. The changes of road transport market are also obvious. It has changed from seller's market to buyer's market. But, in the present road transport market, effective competition is insufficient and excessive competition and administration monopolization are coexisted, which cause some phenomena such as the increase of non-effective competition, the serious waste of transport resources and the decrease of the domino effect of transport scope-economy etc.. The effective competition of road transport market is one of the important gists to make and implement the industrial policy, but, up till now, people have still lacked the system research of it's theory, have not formed an objective criterion measure yet, and also lack more rational view about the state of the effective competition of road transport market. Therefore, based on the common theory of effective competition, this paper investigates and analyzes the current situation of the development of road transport market and the structure of competes, researches the basic content of effective competition theory of road transport market, and draws lessons from U.S.A's concrete methods to realize effective competition of road transport market, finally proposes policies and measures to promote our country's effective competition of road transport market.
