In this text, The analytic hierarchy process and thegray evaluation method have been combined a new method------the Hierarchy GreyComprehensive Evaluation (HGCE) for the first time, and have been discussed to apply it to the technology innovation measure research.. After the demonstration research we find this method is feasible and easy to understand.Through this text's research, we considered that a systemic technology innovation measure system should include technology innovation investigation, technology innovation index system establishment and technology innovation analysis method. Theoretically, we have provided a technology innovation measure theoretical model and in practice we have offered one kind of the new and effective method for technology innovation measure.
