With the increasingly fierce market competition, customer resources are getting more and more important to the telecommunications operators. The main work of operators is how to assess and upgrade telecommunications customers' value after owning them, and to maximize their value. However, the current methods of evaluation, such as the ARPU(The Average Revenue Per User) value and the mark statistic, are imperfect. They are not comprehensive measures of telecommunication customers' value. Thus to search for a more rational assessment models and thereby to enhance customer value is very important to the Operators.In this article, first, we derive the meaning of the value of telecommunication customers based on customer value theory. That is, the telecommunications industry look on these customers as a kind of resource (known as customer resources), which bring the current and future possible contributions (including monetary and non-monetary) to the enterprises.
