Industrial Cluster Formation Problem Research And Policy Recommendations

Since the second half of the 20th century, when economy of the Third Italy grew rapidly and people contributed it to industry clusters, industry clusters have been the focus of scholars and governments. Today, it is a global economic phenomenon. The academia has paid attention to industry clusters since 70s, 20th century. Until today, they have studied the necessity of its formation from the aspects of its scale of economy, innovative advantages, to name but a few. However, theory studies still can not meet the requirements of practice, esp. about the dynamic mechanism on which the cognition is ambiguous, leading to the unclear understanding about industry clusters by the governments so that the policies are not as effective as expected.Based on summing up the fruits of industry cluster studies given by preceding researchers at home and abroad, this paper defines the definition in a systemic way and categorizes industry clusters according to the requirements of researching theme here. Then, apply cost theory etc. to the analysis on fundamental reasons, leading to the formation of industry clusters, from the angle of "profitability of cluster" under the circumstance of globalization. Next, discuss the influences on formation of industry clusters imposed by such factors as policy, technological progress, productive factors and market. In the last part of this paper, typical Chinese industry clusters of Guangdong where exists all three kinds of industry clusters will be analyzed. According to the analysis on main problems in Chinese industry clusters, this paper put up with some suggestions on the formation of industry clusters to the policymakers, providing theoretic support for Chinese government fostering and developing industry clusters.The innovation of this paper embodies in the way definition, features and category of industry cluster are defined, as well as the focus on the effect on formation of industry cluster, given by industry-base, region environment and policy, and the notion that Chinese culture and consciousness lead to the problems of industry cluster.
