With China's accession to WTO and the expansion of bilateral trade between Chinaand US, US trade policy gradually becomes one of the most attractive topics inChinese government and academic circle. However, the US congress, as the mirror ofUS domestic political changes, has special position and role in the framework of UStrade policy toward China. Therefore it is necessary for us to study the relationshipbetween US Congress and US trade policy toward China.This thesis starts with the explanations of the conception and framework relatedwith US trade policy, and introduces the position of the US congress in the frameworkof US trade policy. Then the thesis studies, from the point of view of history, theinfluence of US Congress upon US trade policy toward China, and educescharacteristics of how US Congress influences trade policy toward China. And thenthe thesis analyses the factors that the Congress influences US trade policy towardChina from three levels. Whereafter, by applying the analysis to the case study, thethesis researches the influences of various levels of factors upon the case that UScongress passed permanent normal trade relations for China. In the end, based on theabove analysis, the thesis draws the conclusion and gives some suggestions on how tocarry out China's foreign policy toward US Congress.
