Since 1990's, with the demonstration and stimulation of EU and NAFTA,regional economy integration has been in the ascendant. By the end of 2004, WTOhas received over 300 notifications about RTA. However, up to November 22th,2005, there are 31 RTAs involving banking openness and supervision.On the basis of study of 31 regional trade agreements, this paper aims atconcluding three kinds of patterns for banking openness and governing under RTA.Multilateral RTAs put emphasis on national treatment, most favored nationaltreatment, and new financial service and supervision cooperation in order toeliminate barriers to banking openness among member countries and strengthencooperation in banking governing;while bilateral RTAs are featured by patterns ofbanking service openness and supervision of individual country. In addition, it isworthwhile to be mentioned that the financial service industry is more liberalized;the degree of its openness is higher.At last, this paper gives four suggestions, which are necessary and important forour signing RTA involving banking service. These suggestions are related withfinancial policies, type of RTA, new financial service and supervision cooperation.With full consideration for these four aspects, our banking openness and supervisioncan be performed with foresight and in line with international practice, thus bring usmore opportunities and benefits.
