In 1950s, American economist Wassily W. Leontief validated the Factor Endownment Theory and got a result contrary to the theory, which is called "Leontief Paradox". Leontief thought it was because that American workers were much more efficient than others and U.S. had comparative advantage in labor. Mordechai E. Kreinin made a survey and proved Leontief was wrong. Furthermore, American economist Donald B. Keesing explained "Leontief Paradox" by the difference of all kinds of labor, which was known as Skill Labor Theory or Human Skill Theory. Actually, this theory wasn't accepted by most economists. Then American economist Peter B. Kenen developed the theory and advanced Human Capital Theory. They parsed American foreign trade by the difference of human capital. In fact, this theory wasn't accepted by most economists either. Although these two kinds of theory are faulty, ther are significative of how to design our country's foreign trade policy, which tell us that we should pay attention to develop high-tech industry and improve workers' ability.
