A new opportunity and challenge are brought about to Chinese aluminum enterprises along with the successful listed abroad of Aluminum Corporation of China. The main purpose of this paper is how to establish efficiently motivation of special technician and accelerate the enterprise development in the Henan Branch, as one main part of China Aluminum Corporation.The paper starts with the basic theory of motivation and motivation system, then summarizes the west classical theory of motivation, analyses the advantage and disadvantage of typical motivation system in Chinese and foreign enterprises. Then combines with the characters and the needs of special technician in state-owned enterprises, the author constructs a special technician motivation system mode accord with the facts of large state-owned enterprise. On this basic analysis, the paper analyses fully the characters of special technician and the actualities of motivation system in the Henan Branch, finds out the existent problems at present. At last, the paper brings forward the countermeasures and steps of special technician motivation in Henan Branch. Provide advices for the labor and human being management system innovation in the branch.After studying and referring the characters and the needs of special technician in state-owned enterprises, the author concludes the nine management fundamentals of special technician management in state-owned enterprise: human management, separate management;authorization within measure, self-management; station management, competition and choosing excellent; station salary; exerting potential,refreshing the knowledge continually.....and so on. Second, the authorconstructs a system of special technician motivation and restriction in state-owned enterprise.Get across many demonstration analyses and questionnaire investigate, the author analyze the present situation of motivating special technician in Henan Branch, and find out the existing problems. Finally, based on the above, with the consideration of the present enterprise situation the author designed a set of scheme for motivating special technician in Henan Branch. In the scheme, the author bring forward that many kinds of matter motivation and spirit motivation should be used fully, and composed with different ways to meet the different needs of special technician of different administrative levels and different station. A new kind of motivating mechanism is made.
