For a long time, technology has always been the key factor, which restrictseconomy growth and improvement on international competition power for developingcountries. To a certain extent, the problem of economy development in developingcountries is mainly the problem of how to accelerate technology advancement andrealize technology leapfrogging.Under the current economic conditions, developing countries have no enoughresources to devote to R&D by themselves, so it is a good choice to resort to theoutside technology resources from multinational corporations who control muchadvanced technology.Especially for technology monopolizing multinational corporations, they can setup industry rules, monopolize advanced technology and determine the developmentdestiny of the followers. Such power is penetrating every corner from technique tomarket. It may also jeopardize country's safety if the industry monopolized is of keyimportance to the national economy and people's livelihood. That's the reason whywe should undertake a thorough research on technology spillover effect ofmonopolizing FDI.This paper is divided into three parts as follows: The first part concentrated on thepaths, characters and influence factors of technology transfer and the new trends aswell as reasons these years;The second part concentrated on measurement oftechnology transfer and overflow in IT industry, and made a case analyzing on Intel inChina, then finally made comments on the IT industry rules to exchange technology;The third part compared different practices concerning to setting up mechanism ofassimilation and absorption towards technology between China and Korea, and finallybring forward policy suggestions.
