Customs Building, Administrative Ethics Perspective

In the process of China's continuously deepening the reform andopening-up policy, China Customs has played a more important role inmaintaining national political and economic security, accelerating thepace of building socialism with Chinese characteristics and so on.Therefore, the historical proposition in today's Customs construction hastransferred into how to construct a scientific, civilized, efficient anduncorrupted harmonious Customs with Chinese socialistic characteristics.In this thesis, we try to elicit a special moral problem in Customsconstruction by reviewing its reform's course and achievements under anadministrative ethical perspective. The moral problem is that Customs'anti-corruption still goes beyond our expectation although we are makingefforts to perfect the Customs administrative system. In administrativeethics, corruption is a special moral phenomenon induced bycontradictories and conflicts of interests in Customs administration,which we discuss in the following chapter. Through such discussion, wewill find that the development of Customs' system construction and moralconstruction, which are two instruments to control the contradictories andconflicts, is in an unbalanced situation. As a result, we suggest thatCustoms could solve such problem through the construction ofmoralization, which is of significance. On the basis of defining valueorientation of Customs' moral responsibility and using Chinese traditionalthought of governing by morality for reference, Customs should carry outthe moralization of the system, the ethical institutionalization, andimprove the ideological and political work. Only in this way can wedevelop the advantages of moral education to ensure that the moralprinciples and standards could really exist to realize the integrationbetween the system and the power, and to promote their sound dynamicfunctioning. We hope that such suggestion could provide some availablereferences for Customs construction.
