With the development of our national economy, the people have put forward higher demand for the infrastructure construction of the highway communication. The issue of " the national high-speed network of highways Design ", will promote the upsurge of infrastructure construction of highway communication in our country. Highway concession operation system as the guide in financing way of project, becomes the breach which reforms the management system of the highway under "The Administrative License Law". Based on understanding the development history of domestic and international highway extensively, this paper analyses the practical and theoretical meaning of implementing concession operation system of toll operation highway, and has studied the concession operation way of the highway , procedure and method of implementing emphatically. Meanwhile it has built and counted the basic frame of the contract which is the key file of concession operation; does certain research of the related mechanism of highway concession operation at the same time , puts forward some imaginations perfected further.
