The increasingly acute competition in various fields of modern society is, in the final analysis, the competition of trained talents, which embodies a concentrated reflection of the competition of talent organization and mechanism. We Chinese postal enterprises land ourselves in a passive position because of the gathering disadvantages resulted from the confusion of government function and business management, so it is urgently necessary to start out the research of talent strategy, which aims at instructing theoretically as well as improving practically the work of postal personnel, thus further development of postal enterprises. With the combination of theoretical analysis plus practical situation, this paper specifies some definitions of and reviews researches on talent strategy home and abroad, and then probes into the connotation, the levels, the types of enterprise talent strategy and problems to which attention should be paid in practical application. Moreover, the current situation facing Chinese postal enterprises when applying talent strategy in the new period is analyzed, and problems in the applying process are revealed. Based on the above-mentioned points, the comprehensive design of talent strategy including guiding thought, strategic target and emphasis, principal content, as well as specific method is constructed.The followings are concluded in accordance with the above study, namely, in the new stage, Chinese postal enterprises, when carrying out talent strategy, are faced with serious situation with the concentrated expression of market competition, technique transformation, reforming of administrative system, postal modernization and talent competition etc.; More problems, especially on organization and mechanism, on the hysteresis of talent concepts, irrationalization of talent organization, and the backwardness of administration and mechanism are still existing in the enforcing process; To resolve these problems effectively and promote the development of postalenterprises, we must advance along with the age and emancipate our minds in order to construct comprehensively and put through the talent strategy with the emphasis on the construction of "three-group of talents", primary backbone talents, high-skilled talents, as well as the creation of talent administrative organization and mechanism.The innovative researches of this paper lie in two aspects: the theoretical significance with specifying definitions about talent and strategy, probing into the connotation, the levels, the types of enterprise strategy talent and problems to which attention should be paid in practical application. On the other hand, based on the analysis of new situation and main problems facing Chinese postal enterprises when carrying out talent strategy, the complete design on the talent strategy in the following period is posed, which is helpful for instructing and enhancing the administration of and the construction of postal personnel, as well as improving the competitive ability of postal services. |
