Study On Safety Supervision Of Genetically Modified Food In China

As the product of the gene technology, genetically modified food(GMF) has completely transformed our concept of traditional food. And the reality of human hunger and poverty crisis have effectively relieved owing to the GMF. GMF improve the quality of people’s lives to a great extent. As a new biological technology, transgenic technology is a thorough reformation relative to the traditional biotechnology and have brought great benefit to human being. However, transgenic technology also inevitably bring potential risks to humans, animals and plants, microorganisms and ecological environment at the same time. As the old saying goes, dinning counts most for people, of which safety comes first. Food safety is a major issue about national economy development and people’s livelihood. In recent years, the debate about genetically modified food has never stopped. The security of GMF is being widely questioned and has become the focus generally.Although the government is taking a series of measures to control the safety problems of genetically modified food, but the relationships between the various entities such as the producers, consumers, operators and government are considerable complexity. Therefore, the defects of legal regulation due to communication is not smooth has seriously restricted the healthy development of genetically modified food industry. On the one hand, more and more genetically modified food come out in people’s life, but most people know very little about it. On the other hand, the regulatory policy has not been updated timely. Then the backward supervision idea and measures would be increasingly hard to adapt to new ways of today.In this paper, systematic investigation and analysis about the current situation of genetically modified food safety regulatory in Xundian county of Yunnan province were done seriously. Then the regulatory policy defects of genetically modified food in our country at present was fully disclosed according to the investigation analysis results. Based on the advanced experiences drawn from American and the European Union deal with the genetically modified food regulatory, feasible suggestions to perfect the genetically modified food safety regulation in China was put forward.In addition to the introduction part, the paper was divided into four parts. The first part gives a brief introduction to genetically modified food, mainly its concept, classification, development situation and the main theory that regulate involve. In addition, the current situation of safety regulatory about genetically modified food was analyzed systematically. In the second part, the regulatory policy defects of genetically modified food at present was fully disclosed based on the results of investigation and analysis on the current situation of genetically modified food safety regulatory in Xundian county of Yunnan province. In the third part, the main characteristics of government regulations referred to information asymmetry and advanced experiences deal with genetically modified food regulatory in America and European Union were introduced, which will provide a reference to perfect the genetically modified food safety regulation in China. In the fourth part, according to the investigation analysis results and advanced experiences form America and European Union, some constructive proposal to some degree on genetically modified food safety regulation were put forward particularly.
