Research On Energy Management Of Public Institutions In Yunnan Province

At present, the principal measures to promote economic restructuring and transition are energy conservation and emission reduction.Since public institution characterized by huge energy consumption, high per-unit energy consumption and quick-rising energy consumption is the main body in energy consumption, it is the vital field to carry out energy conservation.As a new investment way, Energy Performance Contraction is an advanced energy-saving project based on market development. The Energy Management Company provides one package service including diagnosis, financing, and transformation till the final implement of energy conservation to clients, then take profits by energy recycle and reinvest. Such mode has become an emerging industry in developed countries. As an underdeveloped region of China, Yunnan Province, located in the west border of China, is facing many barriers in energy conservation such as the shortage of moneyand technology, etc. Under this circumstance, the Energy Performance Contraction is a good way to solve the above problems. However, it still takes time to generalize this kind of industry.This thesis aims to analyze the main reasons why it’s a tough job to popularize this effective industry in Yunnan Province by making comparison with the popularization situation of Energy Performance Contraction of Shanghai, Shenzhen and other provinces, and a study of a real case in a university. Finally, by analyzing from the view of understanding, techniques and polices, the author puts forward the difficulties in the promoting process of Energy Performance Contract in Yunnan Province, and then try to make a conclusion that the reasons could be the lack of understanding, governmental support and advanced techniques. What’s more, with adopting the Transaction Cost Theory and Public Choice Theory, this thesis not only proposes a method to solve information asymmetry and bounded rationality in the process of communication, but tries to discuss from the perspective of broker so as to release managements’ worries and ensure to set some tendentious policies.It can significantly improve the energy saving and emission reduction work of the public institutions in our province.
