Ever since the independence of India from 1947, the political environment and economical policy have been changing on and on. Although a complete industrial system has been established after 30 years’ strenuous efforts lead by the state-run enterprises, serious weakness such as the sluggish development and bureaucratic atmosphere also comes with the development of Indian economy. In the 1990s, affected by the the collapse of Soviet Union and the privatization trends, fundamental reform was urged from the inside and outside of India, which boosted the simultaneous reform of India telecom industry.This article tries to sort out the different phrases of India telecom reform, then articulate the specific details such as the telecom regulation structure and telecom development plan based on the different national policy. At last, objective evaluations are tried to be delivered for the implements of every telecom reform, and a horizontal comparison with the telecom reform of America and Britain is also included.In conclusion, this article affirms the effectiveness of India telecom reform for the last 20 years, meanwhile, the possibilities of further improvement in the telecom regulation is also pointed out. Also, some suggestions for the Chinese telecom enterprises are raised for the potential business chances in the India telecom market.
