Research On The Introduction Of Public Policy Agenda

More and more cases about the overwork or karoshi have been reported frequently in recent years.The problems of overwork bring about many side effects such as brain drain,contradictions and disputes between workers and employer,the outbreak of social events.Japan was one of the disaster area of overwork,but now it has proven prevention measures,this has been closely related to the behavior of the government.Therefore, the problems of overwork should be pushed into the government agenda step by step,and some additional measures are urgently needed to compromise or solve the problems of overwork.Chapter one is the introduction part.This part describes the research background and research significance of overwork firstly,then is about iterature review, paper are based on the academic results about overwork abroad and in China,introduced the origin of overwork,summarizes the representative research achievements in Japan and European countries,then classified the main research results at home into six themes, and defined two core concepts involved in the article:overwork and policy agenda,then expounds the main research contents, research methods and the possible innovation points and shortcomings.Chapter two described the Chinese current situation of the overwork problems. We introduced the current situation of overwork in two big groups--migrant workers and white collar,then analysis the negative effects of overwork from three angles: individual,employers and social, then analyze the necessity of public agenda establishment on the issue of overwork.The third chapter is the “Multiple-Streams” analysis about the policy agenda of the overwork problems.In this part, we introduced the “Multiple-Streams” model of John W? Kingdon firstly,combined with the current situation of China’s policy agenda, the paper focused on the characteristics of the “Multiple-Streams” model of China’s policy agenda.By using the “Multiple-Streams” model,we described the situation and the development of three streams.The last part described the current situation about policy agenda of the overwork problems,then give some suggetions on improvement. We can found out the main restricting factors to the development of three streams,then some suggestions have been proposed,and we can explain how the problems of overwork change from public agenda to government agenda,then the scientificalness and completeness about the whole policy system could be ensured. At last is was about some preventions and solutions to the problem of overwork in China.
