A Study On "Town To City" In The Process Of New Urbanization In China

The town is the lowest level of our constitutional establishment of local grass-roots government, which bears our new town development, promotes the integration of urban and rural areas, promotes social harmony and stability, and provides the basis of the foundation of rural industrialization and modernization. Since the reform and opening up, because the economic and social development, rural areas with a rapid economic development has had a fast urbanization, and some central towns has had a fast development. In the political and economic resources allocation system of Administrative Standard system, the level of a regional administrative level will have a huge impact on the local economic and social development. Constrained by rigid administrative divisions, some central town of existing management system cannot adapt to the further development of their economic and social demands. Therefore, there is an urgent need to adapt to the new institutional situation of their rapid development and to achieve the establishment of urban management system changes. This paper argues that the implementation of "town to the city" is a reasonable way to resolve this issue, which can break through zoning restrictions, and provide more reasonable institutional arrangements for the development of the central town.On the basis of China’s new urbanization process history, the author discusses the content and pattern of "town to the city", and proposes an idea that the development of small towns is China’s new urbanization strategy. Then, from the dynamic mechanism and pressure mechanisms, the author has an interpretation of the reason of "town to the city", and an analysis of the constraints of "town to the city". Also, the author has an deal that taking "town to the city" as a breakthrough to break the deadlock of urbanization, from the implementation of the "town " constraints of this model, to the promotion of scientific and rational path in terms of design, management system, industrial structure, and the reform of the environment, ensuring the smooth and efficient implementation of " town to the city ", and an innovation of the ideas of construction, the specific strategies and measures and other aspects.
