Under the background of "The Belt and Road" and the new pattern of the development strategy in Yunnan region, a good opportunity for financial reform in the border of Yunnan province appeared. With the spreading of border financial reform, especially a continuing increasing tendency of expand economic and trade with ASEAN countries and bilateral cultural tourism exchanges, the needs of cross-border insurance increases corresponding, the premium income of cross-border insurance experienced a dramatic increase.However, with the development of Yunnan’s cross-border insurance, there are many problems exist. The not clearly defined the concept of cross-border insurance, cross-border insurance market environment need to be optimized, bilateral and multilateral cooperation mechanism is not perfect, high transaction costs, and the country risk which cannot be ignored are factors restricting the development of cross-border insurance in Yunnan. So what kind of way of Yunnan’s cross-border insurance development should be taken? This paper draw on the international experience, combined with Yunnan cross-border insurance development situation, summed up the "market forced mechanism” is the most suitable mode of development at this stage. Through the game analysis of the oligopoly market, find “the loose oligopoly market structure” is more suitable for insurance innovation, and cooperative innovation is the optimal Nash equilibrium.This paper based on a lot of reading about literature from domestic and foreign, and field research, using the systematic research methods, theory and practice combination analysis method, game analysis and other research methods, divided this paper into six chapters. The fifth chapter through game analysis proves that cooperative innovation is the best choice for oligopoly market, summed up the" coinsurance "mode.
