Labor relations are the most basic social relations of production, the existence and development of labor relations, both related to the direct interests of the individual employee and the employer, but also the relationship between the worker’s family development, related to social and economic development,so harmonious labor is both an important part of building a socialist harmonious society relations, as well as a necessary condition to achieve social harmony and stability.In the process of China’s economic reform, the relationship between the employer in the form, the form of employment, the employer and the employee has undergone tremendous changes in labor relations is also showing new features,but can not be ignored is that the existing Labor Relations faced with the grim employment situation, weak capital forced labor, wage laborers unfair distribution of income, the income gap is widening, not sufficient to protect the legitimate interests of workers and many other issues, and gradually into the conflict-prone and prone period of the direct impact of the to achieve social justice, affecting the development and social harmony and stability. The reason for many reasons, including the legal system, value-oriented, the distribution of benefits, coordination mechanism to monitor regulatory, dispute processing. To solve practical problems in labor relations, building of harmonious labor relations, need to include all types of employers, workers and various social groups, organizations and even every citizen of the joint efforts of the government in this process can not be separated correct function effectively.Divide different levels, labor relations have different meanings, this paper focuses on exploring the narrow labor relations, namely the rights and obligations of workers and employers due to the production, labor and produce, as well as labor relations in the narrow sense, the government is to achieve "harmony " and shall bear the responsibility. As a third-party body of labor relations, the government should be clear criteria for harmonious labor relations, to fully understand the reality of building a harmonious labor relations sense and accurate positioning, change their functions on the basis of self-improvement, good use of the "invisible hand" and the "visible hand" to deal with a good business, marketing and government relations, give full play to their nurturing role and regulatory functions in the process of building a harmonious labor relations, both labor market rules to follow and respect the employer and the internal management of the production and operation autonomy, but also to give the necessary labor relations and appropriate intervention and adjustment, effective coordination of interests, protect the vulnerable side as workers legal rights. In this regard, the government needs to create a labor-oriented social atmosphere, establish justice values, and constantly improve the social status of workers, foster equality of labor market and promote employment stability and balance between supply and demand, give full play to the tripartite coordination mechanism, trade unions and other social organization of labor relations in a positive role in the effective adjustment of the balance of interests between the employer and the employee, contributed to collective bargaining, benefit both employers and employees to achieve win-win cooperation, to build a harmonious labor relations and foster the development of a good social atmosphere the environment; On the other hand, the government should make good use of the hands of the public authority, continue to improve labor laws and regulations, and improve labor relations harmonious operation of the institutional environment, the rational allocation of social resources, and narrow the income gap, so that workers fully enjoy the fruits of social development, strict supervision and law enforcement protect worker safety and health, decent work fast to resolve labor disputes, maintenance workers and the employer’s legitimate rights and interests of both sides, to protect and promote the development of harmonious and stable labor relations.
