nowadays, the impact of human capital as a fundamental factor of production plays an important role in the economic development. Domestic and foreign scholars did lots of research on the regional human capital and upgrade relations industry area, but the relative study involved the west of China is hard to see. This paper regards the current economic situation and the contradictory health and human capital as background, then based on the Guizhou province to analyze the adaptability of the relationship between human capital and industrial upgrading. From a macro perspective, this paper studied the status and the trend of industrial structure upgrading in the industry first, followed by exploring the characteristics of the layout of the industrial upgrading human capital process, and finally from the perspective of promoting industrial upgrading, this paper intended to optimize the human capital strategies. Specifically, there are several studies from the following aspects:The first study is about analyzing the evolution and development status of the overall layout features of industry in the Guizhou province, and configuring the three aspects of human capital from human capital, human capital and human capital industry, and then found that there are deficiencies exist in the process of industry upgrading about the human capital of Guizhou Province. The main reason for these problems includes: The first one is human capital market structural imbalance between supply and demand, the second one is inadequate investment in the education and irrational educational structure, the third one is human capital imbalances and the last one is about labor market imperfections.Finally, at least for the human capital of Guizhou Province deficiencies exist: human capital optimization strategies came from the perspective of promoting industrial upgrading. In terms of human capital upgrade, the first step is to optimize inter-human capital industry structure and regional configuration structure, the second one is trying to increase investment in human capital, and improving the level of human capital stock of wood; the third one is to broaden the professional caliber, to train professionals about various industrial upgrading.
