Into a few years, due to European and North American countries economic weakness and increased trade barriers as well as China’s domestic economic reforms, form an impact on export and new product development to domestic low-end home appliances, tools and other consumer electric companies. Y certification company provide certification service and performance testing to electrical products, such as house appliance, lighting, power tools and garden tools etc. Besides the testing service market become increasingly fierce competition in Shanghai, Zhejiang and Jiangsu province etc, there is also a big problem occurred in Ycompany, for example, performance evaluation index is not quantitative, disconnect with the enterprise strategy, employee recognition is not high etc. Facing the strife-torn situation, how to mobilize the staffs work enthusiasm and sense of identity, establish scientific and reasonable performance appraisal system is imminent.In this thesis, through the method of survey analysis and job interview, summarized and analyzed the causes of the problem of performance appraisal in Y company, and considered to seek a new, more appropriate performance appraisal methods to resolve the current situation. Then analysis strategic goal, enterprise culture, industry characteristics and internal software environment of the company, considered KPI performance appraisal method is feasible for application, ultimately determine the KPI method combined with Balanced Scorecard idea as the tool of Y company performance evaluation system. On this basis, the company management get the four key elements of company development through the method of critical success factors analysis:High quality customer service, the stable profit growth, significant technical advantage and sustainable construction of talents; and then break down the elements into the corresponding KPI index by brainstorming, and invite relevant experts from parent company together for discussion and get each KPI target assignment, then determine every index weight by analytic hierarchy process (AHP), thus forming a set of corporate level, departmental level and personal KPI performance appraisal index system, an optimization of performance appraisal system is done. Finally, take the KPI performance appraisal to the level of comprehensive performance management, building a dynamic feedback system in performance assessment, and together with the staffs promotion, training and career planning, the KPI performance appraisal can truly effective operation security.In a word, this thesis is fully application of performance management theory knowledge, based on the practical problems of performance appraisal which is Y company really existing and in-depth analysis then, applying the idea of KPI method combined with the Balanced Scorecard to design a new performance appraisal system, and by seeking the design and implementation of the plan, solve problems of performance appraisal exist and enhance the overall competitiveness of the enterprise. Meanwhile, it also hopes that through this scheme in the pilot implementation of the company, provide the beneficial reference to other branch or similar enterprises in terms of performance appraisal.
