After World War II, the international policy situation showed a more diverse situation, in the international arena, the influence of developing countries is also growing. At the late 1960 s to 1980 s, the Cold War situation has changed a lot, the international economic system was also changed, American power has declined, the economic policy on United States to developing countries has also changed.This paper is divided into three parts, the first part focuses on the changes in the international political and economic situation and US domestic political and economic situation during 1969 to 1980, and then analyze the related background that United States economic policies to developing countries during this period; The second part is based on the laws and policies of the Nixon, Ford, Carter in their region, then sort out the economic policies of United States to developing countries during this period; The third part focuses on the characteristics and impacts of US economic policy to developing countries during 1969 to 1980.This paper can be seen through our discussion, the economic policy of the United States to developing countries show more flexible in this period, and introduce the concept of human rights to the economy strategies of the US to developing countries, this action strengthens the US influence on developing countries,and also subject to the overall implementation of the US Foreign Strategy.
