Electronic Taxpaying System (ETS) is the modern mode to realize electronic taxpaying. It uses networking technology among the finance bureau, tax bureau, fisc and bank. Through the electronic networking system, the taxpayment can be directly transferred into fisc and the taxpayment information can be highly shared. It solved some abuse, shortened the time taxpayment transferred into fisc, financial budget and economy forecast in time, as well as accurate data for tax and fisc to analysis. It changed the traditional taxpayment and the way the budget fund appropriates, improved transparency of revenue and efficiency of budget fund.This essay is accomplished according to the feature of intermediary business and the principles of software engineering, considering the scheme of the electronic taxpaying system. The program is programed by packaging the networking API under the UNIX environment, using message queue and process control mechanisms. The realization plan of electronic taxpaying system uses the SOCKET programming based on TCP/IP under UNIX operating system. Not only realized 7×24 hours continuous service, but also accomplished high degree of code reusability. It also facilitated future development of intermediary business.
