The construction industry, which is involved in a variety of housing construction and civil engineering, is one of important industries in the development national economy. At present, computer technology has been widely used in all aspects of the construction industry, and will continue to develop deeply and widely. The estimated cost of construction works is made up of direct project costs, indirect costs, target profits and taxes. The early budget and final settlement of establishment project count entirely on paper, pen and fixed amount volumes for manual operation, and it took several days from establishment to working out budget statement and final report, which means repetitive, countless and dull work. Nowadays, with the rapid development of software engineering, there are a lot of automatic calculation software are introduced to gain time and win more benefits for enterprises.In the fierce market competition, with the increasing standardization of the construction market, the bidding process also tends to be open, fair and just. To this end, the establishment of the scientific and standard tender becomes the most important thing for enterprises to enter the market. But the core of the tender is the calculation of construction cost, which has been calculating according to the fixed amount made by our country and is often different from the budget. That makes the estimate of the construction cost only rely on engineer's experience, so there are usually no data and theory to support the estimate and the result is depart from the actual project cost to bring the massive loss for the country and the people.This thesis focus on the application of computer technology development projects examples of useful data to make up for the artificial shortage and to improve the quality of decision-making on investment projects. And this paper makes research on the design and application of the software for construction bids to study how to better use computer technology to help construction companies with the calculation. The main contents of the study:First, make demand analysis on the calculation software for the construction, and then put forward a tree-based knowledge model of an example on a construction cost and give the description of the model in XML. Based on the established CBR and estimation technology, combine the similar calculation technology of fuzzy math and index technology of decision tree to optimize the inference procedure of tree-based knowledge model in bidding calculation according to CBR case-based reasoning technology, and use (RBR) rule-based reasoning technology in the example of project cost of multiplexed calculation to rewrite to realize a system of calculation based on the XML-CBR bidding estimate.
