In order to observe the physical parameters of nearshore regions, the dissertation expounded the history and current researches of determining the ocean surface from radar-image sequences, introduced the function, structure and basic formation of wave monitoring equipments either home and aboard.This dissertation analyzed the radar performance demand of monitoring ocean surface, discussed and confirmed the final specific radar characteristics. After the comparison of Furuno and JRC marine radars, the FAR-2127 was chosen to be the basic radar platform to be modified. Then the theory, structure, functional modules, circuit connectors and signal characteristics of FAR-2127 were immediately analyzed in order to refine the radar modification plan.While designing and realizing the ocean monitoring radar based on the FAR-2127 platform, this dissertation firstly discussed the polarization switching method and realized the switching controller by electromagnets and Hall elements. Secondly the timing of trig pulse, bearing pulse and heading pulse was analyzed, after which an effective and stable video recording as well as antenna position tacking method was developed. The PC based radar system, Visual C++ based controlling and PPI-imaging software was finally realized.In the end, this dissertation tested every module of the radar independently before the system level testing. The characteristics of dual-polarized antenna were measured as well as the power consumption and battery life of the switching system. The data throughput of the DAQ card and the RADIO storage system was tested, too. Finally, both local and field system level test was done correctly.
