Nowadays BT downloads take a major part of the bandwidth provided by the ISPs. Simply increasing the bandwidth cannot keep the network congestion happen for ever, while blocking the BT downloads would reduce the customer' s experiences in internet-surfing as well. The small and medium ISPs would promote their competitive remarkably as long as solving the leading BT traffics properly.Leading technique, in another word, is called the Caching technique. It builds up such a Hyper Cache model in this paper that it not only reduces the flow rate of the broadband provided by the ISPs but also solves the Disk Read Thrashing problem under certain high pressures.Firstly, according to the broadband contents provided by the ISPs, it analyses the position of using BT Cache techniques in the current system of the small and medium-sized ISPs. It also makes the requirement analysis for the BT Application functions in the current system of the small and medium-sized ISPs. Secondly, it discusses the system structure of using BT Cache techniques and then designs this structure in practice based on the discussion. Then, it analyses the use of the Disk Read Thrashing technique for the system and procedure implementation. At last, it concludes the design and implementation for the BT Cache techniques.The problem of BT traffic leading is the urgent requirement by most of the network providers which should have a bright market-oriented future. The solution for the BT cache problem mentioned in this paper has been proved in practice, which is a proper method with great practical values. Most importantly, this paper will benefit the small and medium-sized ISPs for sure.
