PDM and Workflow technology are important technologies in computer applications. As an enabling technology and integration framework for enterprise to actualize informationization, PDM has been adopted by more and more enterprises. Workflow is a new technology that is using abroad. PDM lays particular stress on enterprises' information integration, and offers basic data management platform for enterprises. Workflow lays particular stress on process integration, so that it can manage the business process. It has profound theoretical study and practical application value if we apply workflow technology to PDM.In the aspect of the development technology, with the exploration of the J2EE framework, the disadvantages of the traditional J2EE framework emerge gradually. Such as: EJB module has strong inbreak, expensive, need a long time to be developed, and so on. As is state above, this paper puts forward a light weight J2EE combination framework design; make studies of the three frameworks: Struts, Spring and Hibernate. It analyses the function of each framework in different layers. Hereinto, in the UI layer, Struts fulfills the pages' display and responds to users' request. In the Business layer, Spring deals with business logic and transactions, its IOC and AOP theory reduce modules' coupling and increase the reused possibility. In persistence layer, Hibernate operates the data source connection pool and supports other Hibernate service. It simplifies the operation of the data source.In the process of system designing, we used the advanced technology and the model of manager in PDM. We made a full use of the software tools to make the transfer and transform more smoothly, so that we enhanced the communion and cooperation in different department. Also, we avoided redundancy and handwork to improve work efficiency.This paper used SSH (Struts, Spring and Hibernate) combination framework to develop an information system based on PDM for an inspection institute. The results showed that, the whole system didn't depend on the platform; also, it has the characteristics of high maintainability, expansibility as well as reused ability. The system's implementation has the strong exemplary role for the small and medium-sized enterprise's informationization; also, it provided the method and conception for the small and medium-sized enterprise's informationization.
