The Mutual Recognition of Community Opinion in multi-goal decision-making is an efficient way to solve complex system problem, which has widely application in engineering practice. In this paper, correlative theory and methods in operational research,fuzzy mathematics,systems engineering are used to research on theory and application of common group mind in multi-goal decision-making.First, classical multi-goal decision-making methods are roundly analyzed and investigated. Then methods in group decision-making theory are studied, which are called mass model and analyzing and estimating common states.Aimed at the group decision-making problem based on language estimation information, the way of common group mind in trapezia fuzzy number system is mainly discussed. This method is a more generic spread of the way called common group mind based on triangle fuzzy number. After non-dimension disposal, language estimation information is changed into trapezia fuzzy number, which is massed and estimated under common understanding states. After all these steps, general estimation values on schemes given by groups form. Then, calculate and sort schemes according to the chosen points to get final result of group common decision-making. In the end, an example is given as a validation of this method.In allusion to multi-expert and multi-scheme evaluation problems on the ability evaluation of weapon system in weapon equipment argumentation, a simple weapon ability evaluation model using the method of common group mind is given based on qualitative and quantitative ideology, in which the way of level analysis and power exponent calculation are applied. Several key techniques involved in this model such as forming ability target system, 8 patterns of non-dimension disposal on the target number, composing multi-expert information and so on are investigated. The design idea, function modules and the main data structures of a multi-scheme decision-making evaluation software on weapon system ability are introduced, which is developed by a member of cooperating team. Dynamic tree structure is adopted in this software, hence different weapon evaluation examples can be used repetitively. Human-computer interface is all right and works well.
