A new communication scheme for emergency use is proposed in this paper. As acarrier of the imformation, the system utilizes the technology of the signal rocket withpulsed-flash frequency launching, the real-time tracking and detecting a moving object, thedigital image's information processing, and the in encryption/discryption etc. The centralprinciple is that capturing the information of the signal rocket through the real-timetracking and detecting, editing the information code with special method and carrying outthe communication in emergency.This paper includes the research of algorithms of the real-time tracking and detectinga moving object and the design of the system of the real-time tracking and detecting.Comparing with the kinds, of algorithms of real-time tracking and detecting a movingobject, analyzing the characteristic of the signal rocket with pulsed-flash frequencymoving, a kind of idea about the design of system is illuminated in this paper, which is thattracking firstly and detecting secondly. The tracking method synthesizes the mean-shiftalgorithm and the Kalman filter estimation algorithm. Histogram character is not affectedby object figure's variance and scale, so it has good stability. During the course of thetracking, the system also utilizes the Kalman filter to extrapolate the obiect's position andestimate the object's state parameter. The estimated state parameter will be used to reducesearch areas for model matching and to control a servo device. In addition, in order toavoid to lose the object owing to the fast moving speed of object and the interfere of theimage's background in the field of vision, the algorithm of object's centroid matching isjoined to. The experimental results show that the real-time tracking a moving object isrealized with integrating the three algorithms.Based on the demond of task, the image tracking system of the signal rocket withpulsed-flash frequency is designed. The VC++6.0 is used to write the program's codes ofthe system. Through running the program, we can calculate the displacement of object'sposition in the field of vision and control the servo device and camera with the auto-focuscontrol algorithm and the communication protocols for automatically tracking the movingobject.This paper introduces the primary design of the system of communication inemergency, and think of the real-time tracking and detecting a moving object as a moduleof the system of communication in emergency. On the side, the design scheme aboutevery module is put forword and this paper supply with basic information for optimizingthe design scheme and producting the sample machine.
