In the emergency rescue system, It's critical to schedule and navigation of the ambulance. Establishing a direct, fast, and efficient system for schedule and navigation of the ambulance, sending the patient to the nearest and the most proper hospital, and reducing the delay-time to the greatest extent, will save the patient's life to the utmost, and improve the efficency of the emergency rescue system.Development of the technologies, especially the Geographical Information Syatem, Global Satellite Positioning System, Mobile Location Technologies and Mobile Data Communication Technology, offer precondition for the realization of efficient ambulance scheduling and navigation system.According as the high real-time and high stabilization characteristics of the medical emergency rescue system, a ambulance scheduling and navigation system based on Windows Mobile cellphone was dedigned. Due to the high integration of Windows Mobile telephone and the openness and multi-software support of Windows Mobile system, difficulty of system dedign and cost of dedign and maintenance were reduced. Taking advantages of GPRS wireless networks wide range of overcast, low cost, short time-delay, TCP/IP supporting and so on, requirement of high realtime for emergency rescue system was satisfied. Considering that GPS signal has blind area in dense high building regions, because of the high requirement of location for ambulance, location system combining GPS and GSM was proposed. Design program of information system for schedule and navigation of the ambulance based on three-level C/S mode was put forward to satisfy the requirement of ambulance scheduling. The paper studied the terminal realization of Windows Mobile, and designed the parse of GPS data reading, realization of GSM location and GPRS communication and display of electronic map in detail. Matching algorithm of electronic map of cars was also researched. Finally, shorstest path algorithm for navigation was researched and realized in the Windows Mobile by establishing topology of electronic map. Contrapose the shortage of resource in Windows Mobile cellphone, The paper put forward a improved Dijsktra algorithm used a heuristic function of artificial intelligence and Binary Heaps,The experiment results show that improved Dijsktra algorithm was more efficient than the Traditional Dijsktra algorithm and satisfied the calculation of the Windows Mobile cellphone.
