With the rapid development of IT and knowledge dissemination, the management entironment and management mode of enterprise have changed profoundly. Information application system not only supports the operation of enterprise strategy but also becomes a critical factor influencing the enterprise strategy-making. It has become the most imperative need to improve the inter-enterprise/inner-enterprise collaboration efficiency and effectiveness through IT. As a result, enterprise application integration (EAI) has got more and more attentions.the emerge of Web service technology makes the EAI overcome the confinement of platform, unifies the expression of data grammar, realizes the loose couple of application systems and boosts the development of EAI. However, the features such as dynamic and abnormal structure of internet require services provided by web can realize "service on need" through EAI to meet the clients need flexibly and dynamically. "SERVICE ON NEED" is to meet the clients' needs by way of composition and collaboration of present services. However, the traditional methods of service composition are lack of semantic meaning. The design of composition plan is also system-oriented. The tight coupled method makes the services to be composed are decided before plan designing. It belongs to static method of service composition which can not ensure the realization of "service on need".The development of semantic web provides a chance for web service. Using semantic web, all information on the network have their semantics. Thereby, the machine can understand and deal with those information.
