At present, Satellite-ground laser communication has been the focus of Free Space Optical Communication. In Europe ,American and Japan, the experiment of using Satellite to constitute the Satellite-ground laser communication link has been succeed . However ,the propagation medium of Satellite-ground laser communication link is atmosphere, and atmospheric pressure and temperature in part of the atmosphere vary randomly , these factors make the intensity of the laser field on the accepting plane asymmetry, thus bring arrival-of-angle fluctuation and atmospheric scintillation, and badly affect laser communication quality. Because of these reasons, arrival-of-angle fluctuation and intensity fluctuation of laser propagating in the atmosphere becomes a common problem of science researchers. In now days, a lot of scientists in this field have made great efforts on this problem, and got quite achievements.Arrival-of-angle fluctuation and atmospheric scintillation are two important effects in the research of laser propagate in atmospheric turbulence. This paper is based of many kinds of research models about atmospheric reports in the world and the idiographic conditions in satellite-ground laser communication. In the condition of a large aperture collection, we analyzed the arrival-of-angle fluctuation and atmospheric scintillation.In this paper, we talk about the collection aperture's normalized arrival-of-angle fluctuation spectrum in Satellite-ground laser communication. For the actual outer scale is smaller than the estimate one. In the condition of a large aperture collection, we used the actual Refractive-index-structure parameter of YunNan kunMing to analyzed the Satellite-ground downlink's scintillation spectrum, and it verified the validity that the large aperture collection can reduce the intensity fluctuation.The ground station placing is one of the important factors to effect the space-to-ground laser communication link's credibility and stabilization. based of the geography and atmospheric conditions, this paper adopted the research way of academic and numerical analysis ways, analyzed the atmospheric attenuation and a part of atmospheric turbulence affecting to the space-to-ground laser communication link in the YunNan LiJiang ground station.
