Mobile Internet is integration of Internet and mobile communications, which are two current hot technologies, and personal multimedia communication on mobile equipment is considered major characteristic of future information exchange. Video surveillance on mobile equipment belongs to one of the most important application of personal multimedia communication, so the thesis detailedly introduces the design and realization of network transmission subsystem and displaying subsystem, and deeply studies the key technologies of the system.Currently wireless network video transmission is still some key issues unresolved, because of lower bandwidth and bad QoS. To obtain better video service using the current mobile network, we have studied the RTP grouping algorithms and error concealment algorithms from transmission technology and error robustness of MPEG-4 video, and have offered two simple workable improvement: the first is the algorithm of adaptive RTP grouping, which utilizes RTCP feedback QoS information and movement status of video frame; the second is the algorithm of adaptive error concealment on temporal and spatial error concealment. The experiment shows that they increase the efficiency and improve video transmission quality.Mobile equipment, unlike desktop computer, isn't provided with high-speed CPU and large capacity RAM, so it is important for taking into resource problem when software running. The display subsystem, based on Windows CE, uses some technical improvements: the first is multithreading synchronization and concurrence; the second is double-buffer technology improving efficiency of images display. They provide good guarantee for the system smoothly operating on the mobile equipment.Finally, the thesis introduces system framework and functional modules of the video surveillance system on mobile equipment, performance and application prospects.
