With the rapid development of Internet, the network safety technology has become the focus of the current research on computer network technology. The safety of network system can be divided into system safety and information safety. The former focuses on the safety of Server and operation system, anti-attack ability of the system, and the isolation of secret information from the outside. The later mainly refers to keeping the content of information authenticity , secretiveness and completeness by using the certification techniques of digital participants' identity. All of this safety technology must be handled as soon as possible in the construction of web-based official system on electronic business of government administration. Research and development on safety system is the guaratte for the effective operation of electronic business of government administration.This dissertation introduces the basic theories and technology related to the safety of office system on electronic business of government administration, such as secrecy certification, completeness checking, anti-attack and access control.In order to address the network safety issues of the office system with electronicbusiness affairs on government administration net, after analyzing the characteristics of the official business processes, this thesis proposes a solution scenario for solving the crucial problems of office system safety on electronic business affairs on government administration net, such as user's identity certification and priority checking. Combining the practice on business process management of tobacco monopoly administration, an safety system architecture of the office system on electronic business affairs government administration net is proposed. As a certification center, an enterprise certification authority (ECA) of tobacco monopoly administration approval system has been implemented which contains user register, identity certification, limits check and the management of users' related information. Based on the bi-factors certification method of password and digital signature, ECA effectively avoids replay-attack by adopting two-way certification mechanism together with ID Card to save users' information.This study is the practical application of network safety techniques according tototal solution of the project named Tobacco industrial contemporary integrated manufacturing system total solution and the key - technologies supported by the National High-Tech. R&D Program for CTMS.
