With the background of engineering, data fusion based on low aptitude information net which is composed of radar and infrared sensor, is concerned in this thesis. It made the theories and engineering preparation of necessity for the coming experiment of target field.Firstly,the thesis introduced the work principle of radar and infrared sensor. Because the infrared sensor can not track manoeuvring target, radar and infrared can only in model of plot fusion. Secondly, in order to radar and infrared sensor work in-phase, the paper explained the temporal alignment and special alignment of multisenor and introduced several measures about them. Thirdly, by comparing with the work method of radar net, the paper discussed all kinds of the work method on the net which is constructed by radar and infrared sensor. With the using of MATLAB simulating tool, it accomplished the tracking constant speed track> constant acceleration track and variant acceleration track. The conclusion is that sequential filtering, parallel filtering and optimal data compress filtering can run after all kinds of track and the precision of tracking is better than radar. At last, in consideration of the measure distributing of same target of radar and infrared sensor at the same time, I presented a new algorithm to improve PDA. By using theoretical ratiocination, digital simulation and experiments, the thesis has proved the validity of the algorithm mention in this thesis.
