H. 264 is a new video compression standard being jointly developed by ITU_T Video Coding Experts Group and ISO/IEC Motion Picture Expert Group, which has many different features so that its efficiency is improved through added flexibility and functionality. The thesis introduces the realization of video codec based on H. 264 and makes some experiments about the new poi nts of H. 264. For example, it uses various blocks and multiple reference frames for motion estimation, high-precision sub-pel motion vectors for increasing of motion estimation accuracy, and integer transform instead of DCT transform. The main achievements of this thesis include:1. The characteristics of integer transform is analyzed detailedly in this thesis . Combining with the special instructions of TMS320C6416 DSP, we put forward a new program method to avoid coding waste in row transform, on which row transform and column transform can share the same segment of procedure code. With the new method, the calculation speed increases near 62%.2. the motion vectors in near blocks and the points in same block between sequent frames are correlated. Considering these characteristics, we improved the diamond search algorithm. Experimental results show that the improved algorithm excels other original algorithms in speed and veracity.3. Study the theory of the intra prediction and result of simulation experiment is give.4. Analyze the theory of the Deblocking Loop Filter System in H. 264 and compare it with similar systems in other video coding standards. Results of simulation experiment prove its better performance in proving picture quality.5. Referring to the H. 264 test model long term number9(TML9) and thebasic coding framework of the standard H. 263, we developed the software codec of H. 264 with VC++ . The flow chart and the key of program are given.
