This paper presents the hardware and software implementation of 2.4kb/s MELP codec, which is the advanced algorithm of speech codec based on LPC, and describes the basic theory of MELP algorithm. The unique characters of this designation are float-point DSP, pure C programming, hierarchy structure designation and OS support. At first, this type of chip TMS320C6713-225, special for audio procession, that enables designers to focus on their algorithm development without too much concerning about the program & data space, the speed of CPU and the relation of fixed & float point data, has very high performance to price ratio, 5 times ahead of C5000 series chips. Secondly, pure C programming, hierarchy structure designation and OS support, which make the program easy to be read, repaired and reused, are of great benefit to those who are transplanting this algorithm to different system.
