With the high development of Internet and the emerming of multimedia communication era,The video conference and real-time broadcast system , which is combination of computer network and multimedia technology is used more and more widely. However delay and loss In the current Internet are drastically varying from time to time,which is very detrimental to video streaming. So It poses a number of challenges that design an efficient multimedia real-time broadcast system that can achieve high resource utilization in the Internet while maximizing user's perceived quality of service(QOS).This paper give the design and implement of real-time broadcast system.. Under RTP/RTCP protocol and applying IP multicast technology,the system deliver real-time video streaming .Based on the feedback information from the receiver reports , the Sending application compute packet loss and get the congestion state of the receiver which is applied to adjust the rate of video streaming. Through experiment, the result indicates its performance is satisfyingThe system comprises functions of video-audio data collecting, coding,netwok transmission, decoding, remote playback. As most of the functions are archived by software,the system costs low In hardware Investment and can be increased easily. On video coding and decoding ,we use MPEG4 that is the best video compression standard.
